CBN Moves Against Banks Restricting Customers’ Access to Dollar Accounts

CBN Raises Monetary Policy Rate From 26.25% To 26.75%

The Central Bank of Nigeria (CBN) is investigating complaints that some commercial banks are restricting customers from accessing funds in their domiciliary and foreign-currency accounts.

According to a report by Financial Vanguard, some customers have complained of banks limiting dollar withdrawals, claiming that certain currencies are unavailable or offering only smaller denominations.

The report said the apex bank is considering measures to compel banks to honour legitimate withdrawal requests and may soon issue a circular directing banks to stop practices that unnecessarily delay or restrict customers from accessing their forex funds.

The development comes months after the CBN’s 2026 Foreign Exchange Manual stated that individual domiciliary account holders should have unrestricted access to their foreign-currency balances.

The big question now is: why are some customers still struggling to withdraw money they already have in their dollar accounts?
