The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) has officially confirmed that the 2025 Oil Licensing Round will commence on December 1, 2025, signaling a major push to unlock the country’s untapped oil and gas potential.
The announcement was made by Engr. Gbenga Komolafe, NUPRC’s Chief Executive, during the Project 1MMBOPD Additional Production Investment Forum in London. Speaking on the initiative, Komolafe emphasized that the licensing round, approved by the Minister of Petroleum Resources and aligned with the Petroleum Industry Act, is designed to bring Nigeria’s undeveloped fields into commercial operation.
“Our goal is to activate dormant fields, focus on gas-rich assets, and support Nigeria’s energy transition, all while boosting upstream production,” Komolafe said.
The 2025 Oil Licensing Round targets both oil and gas fields that have remained untapped, creating opportunities for investors while ensuring Nigeria stays on track with its energy transition goals. Experts believe this move could revitalize Nigeria’s upstream sector, attract foreign investment, and strengthen the country’s position in the global energy market.
